Thousands of new scholarships will be awarded due to a combination of increased funding and policy changes impacting scholarship amounts. With the application portal open for the 2025-26 school year, it’s the perfect time to come find your family’s fit in education.

UEFA connects families to education options that align better with their values, expectations, and their children’s unique needs.

Important Legislative Updates

➡️ H.B. 455 Utah Fits All Scholarship Program Amendments Becomes Law

The Governor has signed H.B. 455 into law, and this legislative session has been full of unexpected twists and turns regarding the Utah Fits All Program. There have been significant changes to the law, and we understand that parents have many questions about how these changes will affect their education choices. We are working to gain more clarity on the new provisions from those responsible for managing the program.

UEFA is dedicated to supporting parents through these changes, and we’re excited to announce an upcoming Virtual Town Hall with Scott Jones, the USBE Deputy Superintendent of the Department of Operations. His office has contacted us to invite us to host a webinar for our UEFA Community. During this session, he will provide information on the new legislative changes and explain what takes effect immediately.

UEFA Virtual Town Hall — Navigating the Changes to the Utah Fits All Law

➡️ Increased Funding

This session brought exciting news with a $40 million increase in funding for the program! Following the passage of the appropriations bill, the Utah Fits All Program will have a total scholarship allocation of $120 million. However, it's important to note that $20 million of this amount will be held back for one year. This means $20 million will be allocated for the 2025-26 school year, and the full $40 million will be available for the 2026-27 school year. This is a welcome development in a year with a tight budget!

We expect to have more clarity on the application portal and scholarship award process soon. We are currently seeking answers to several questions, including which legal changes will require specific information from applicants to determine scholarship awards. Below are some of the changes in the law that could impact both the application process and the awards.

✅ New application portal timeline and award dates
✅ New income preference levels
✅ Designation by applicant of home-based or private
✅ Age of children for home-based scholarship amounts
✅ Written consent required authorizing the State Tax Commission to disclose individual income tax return information
✅ New deadline for submission of portfolio or assessment 
✅ Scholarship acceptance deadline prior to July 1
